COVERING DC DEMOCRATIC PRIMARIES 2026
This resource was developed by a team of socialist artists, web developers, researchers, and political organizers through the Metro DC Democratic Socialists of America. Our goal is to provide DC voters and residents a guide to understanding who's running for local office in DC, who's behind them, and where they stand along a set of issues. REDBUG is a project 100% supported by volunteers and is intended as a resource for DC voters - this is not intended to advocate for specific candidates.

How should I use this guide?
​Browse through the different races, explore context, and take note of different answers. Note that there are more issues than those we track here. For those looking to vote strategically, take note of who has realistic levels of funding and who has endorsed given candidates. Consider: who is more likely to use their office to challenge the system and empower workers?
Candidates designated as "Progressive backed" must have the endorsement of at least 3 organizations we have designated as progressive. Candidates designated as "Labor backed" must have the endorsement of at least 3 labor unions, and must have 90% of identified labor endorsements in the race (note that we do not count the labor councils in our tally, nor do we consider police unions labor organizations).
Are the positions covered here the only ones that matter?
Absolutely not. There are many important issues to consider when voting for local office, and we only had the time to panel responses to issues covered here. Positions identified here - along with relevant endorsements and context provided - should give you a good understanding of how candidates orient towards other important issues.
How can I contest information that's displayed here?
You can submit contested positions or descriptions of candidates by emailing washingtonsocialist@mdcdsa.org. The editors of this site will do our best to respond to all credible submissions, and update text listed here in case a correction is warranted.
What are the issues?
Our socialists reviewed six issues relevant to socialists interested in voting in DC. These are not the only issues that matter, and some officials are more...clever about hiding their true orientation than others. But we tried to suss out where candidates were along these items. Here is the backing context for each of the four issues:
- tenant rights & social housing
After historic attacks on and gutting of tenant rights in DC last year with the passage of the RENTAL Act, they remain one of the most important issues across the district and rightfully so. Ranging from effecting the price of a unit to the powers tenants collectively have such as with TOPA (Tenant Opporunity to Purchase Act) specifically, the fate of these protections are up in the air. The RENTAL Act has also made it easier to evict tenants, increasing local instability amid the current worsening economic conditions. Social housing is a natural addition to this issue as a way to expand housing options in the city besides just giving handouts to the already rich developers that are always looking to maximize profit and raising rents higher and higher all the time.

Most recently stemming from the voter-passed Initiative-82 referendum from 2022, the implementation of it by the DC Council and the recent rollbacks to it seem to always be top of mind rather than a settled issue. The wage tipped workers make is one of the most direct ways that affect the way of life of these many workers across the district and their ability to continue to afford to live in it. Further rollbacks of the implemented policy being pushed for by the powerful restaurant lobby is not impossible either. Also in the cards is the possible future Intiative-87 that proposes both raising the regular minimum wage as well as restoring the path for the tipped minimum wage to no longer be a sub-minimum should it make it in front of voters.
- municipal owned utilities
Pepco and utility bills remain a growing crisis across DC. The utility company recently drew ire earlier this year for its rate hikes and squarely centered it in the ongoing affordability discussions. Municipal owned utilities offer an alternative to having to live with corporate decisions from companies like Pepco that make decisions that routinely hurt the residents of the district. Fundamentally, this would change where the money being paid for utilities goes and would shift it away from the profit driven motives of corporations and, thus, allow for the money to instead be re-invested back into the city and lowering the cost of utility bills. Municipal ownership would also allow for greater control of the rates being charged, policies for utility cutoffs for people behind on bills (including a full ban on this practice), investment into clean energy, creation of more union jobs, and more should it become policy.
- MPD funding & collabortion with ICE
Part of outgoing Mayor Bowser's current failures under the second Trump administration is routine collaboration ongoing between the federal agency ICE (Immigration and Customs Enforcement) and the local MPD (Metropolitan Police Department). The current DC Council has also been unable to act together to pass measures to either limit or eliminate entirely this practice in effort to keep DC residents safe from the lawless kidnappings that have become regularly practice by the federal agency. Many see ending this collaboration as the minimum for how to change the approach to the district's relationship with the current federal government as well as how to resist these deportations that are currently devastating communities across the country. Funding for the MPD is related to this as part of the large discussion of safety in the district as well as sign of if a candidate supports more of a punitive approach to crime or instead a rehabilitative one. Eventual abolition of the police also factors in as more funding for the police, which we are looking to abolish and replace with an alternative, is counter to that goal.

WMATA (Washington Metropolitan Area Transit Authority) is an ever present force in DC and much of the surrounding areas. After the budget crisis and subsequent fare increases in 2024, the agency has continued to look for a permanent solution to its funding. While a return to near pre-COVID ridership has staved off immediate fare increases, WMATA’s long term affordability and service quality has not been guaranteed by those in the Wilson Building. The effects of growing pains from the Better Bus changes to bus routes and elimination of some bus stops last year, the end of the DC Circulator at the end of 2024, and now the end of the DC Streetcar this year are still impacting public transit users. District residents and workers are left waiting for the transit system they know they can have: one where buses and trains arrive more frequently; where buses travel more quickly; and the trip between the transit stop and the final destination is safe, comfortable, and convenient. From bus lanes to crosswalks, bus shelters to new Metro station entrances, the next Mayor and council will have significant say over the future of WMATA.

Faced with some of the most, if not the most, expensive childcare in the country, DC families are desperate for relief in this area as it comes to what is affordable for them. Additionally, outgoing Mayor Bowser has proposed cuts to essential programs for the next budget such as to subsidies for child care that if passsed, would create waitlists for low-income families who need care, meaning fewer children would benefit from early learning opportunities and more families would struggle to be able to work. The proposed cuts to the Pay Equity Fund would also slash salaries for thousands of black and brown early educators by up to $25,000, hurting workers and driving them out of the workforce along with weakening the child care system overall. Alternatively, talk about expanding DC's existing childcare services in a meaningful way has become a common want and question. Others are thinking more radically about how we can instead provide free childcare across the district in order to truly make sure it remains affordable for all working class families.

Supports enforcing existing DC tenant protection rules while also building more homes. Plans to launch housing enforcement initiative against high-complaint buildings, require disclosure of all rental fees and publish housing enforcement outcomes, and protecting renters and building homes by improving enforcement, streamlining permitting, and accelerating building near transit and job centers.
Sub-minimum wage for tipped workers
Preemptively came out against the proposed Initiative-87 that would raise the regular minimum wage as well as restore raising the tipped minimum wage to be the same as the regular minimum wage.

No mention of public power in energy policy platform. Platform generally suggests use of, and consultation with, urban planners, data, tech experts, and others for "basic" problems.

Plans to "stabilize" MPD staffing and reinvest overtime savings into communities. No details on MPD and funding besides pointing out amount and plan to refocus on non-police entities. Nothing on MPD collaboration with ICE.

Generally intends to look at "cities that work" for transportation issues, but focus on publishing delivery schedule for high-injury corridors, enforcing bus lane and transit signal priority, and addressing enforcement gaps in regards to cross-jurisdiction accountability for dangerous driving. Focus is on "basics" - the February snow storm had a major impact and clearing and cleaning streets and making them safe for pedestrians and small motor vehicles seems to be priority.
